Alessandro Pinzani, Tra risarcimento e cittadinanza: Un’analisi filosofica di due tipi di programmi sociali

Abstract

Tra i vari tipi di programmi sociali per aiutare persone in situazione di povertà, i più diffusi sono i Means Test Programs (MTP) e i Conditional Cash Transfer (CCT). L’articolo comincia con un breve confronto tra questi due tipi di programmi, al fine di mostrare che gli MTP sono incompatibili con una visione dei partecipanti come cittadini a pieno titolo. In seguito, si concentra sui CCT e sulle loro possibili giustificazioni (economiche, comportamentali, morali e politiche).

Abstract (english)

Among the various types of social programs aimed at assisting people living in poverty, the most widespread are Means-Tested Programs (MTPs) and Conditional Cash Transfers (CCTs). This article begins with a brief comparison between these two types of programs, to show that MTPs are incompatible with a view of participants as full-fledged citizens. It then focuses on CCTs and their possible justifications—economic, behavioral, moral, and political.
